After analyzing current development status of China's Industry-University-Research Institute Collaborative Innovation, it makes a detailed analysis for co-existing problems and obstacles which exist in China's Industry-University-Research Institute Collaborative Innovation. In addition, this article combs public policy's historical evolution of China's current Industry-University-Research Institute Collaborative Innovation. However, it still exists some problems such as a lack of specific policies, insufficient policy operation, incomplete financial support policy, insufficient tax incentives, imperfect talent exchange policy and policy of social intermediary organizations.3. Policy models of foreign Industry-University-Research Institute Collaborative Innovation mainly include three types: the system-driven type, market-driven type and capacity-driven type. Therefore, China must explore a policy model that fits our own national conditions'Industry-University-Research Institute Collaborative Innovation.4. Main policy recommendations for China's current Industry-University-Research Institute Collaborative Innovation are as follows: creating a good policy environment for Industry-University-Research Institute Collaborative Innovation, expanding government's investment channels, strengthening cooperation service system and building of public technology platform, improving policies of personnel training and exchange, building coordination mechanism of Industry-University-Research Institute Collaborative Innovation, improving intellectual property protection policies, and improving the evaluation mechanism of Industry-University-Research Institute Collaborative Innovation. |
