Chinese metallurgical industry has had 50 years of development history. In this way 50 years of development of metallurgical industry in China made remarkable achievements, from the end of the century, China will continue to maintain the international steel production in the first place so far. However, the area in the world, China is a large iron and steel country, but not a steel power. Into the twenty-first century, the steel industry overcapacity and the metallurgical industry in the production process in the environmental issue has become one of the main concerns of the community, research institutions within China's metallurgical industry to the organization design is no longer an effective solution to the production process issues arising, so how to reform the metallurgical industry, the organizational structure of R & D institutions to address overcapacity issues and environmental problems caused by steel production the key.This paper reviewed the status of the metallurgical industry, analysis of international R & D institutions on the leading metallurgical enterprises of organizational design, lessons can learn from the experience and synergy in the organization theory based on the theory, put forward the development of metallurgical enterprises in our country, R & D institutions and organizations design.
