Financial exclusion is a branch of geography research. It was formally used in mid 90s 20 century. From then on, some financial institutions in western developed countries changed a lot, such as relaxing control, extensive usage of information technique. And the changes made financial operator carry on a series of reform and reorganization. Some financial institutions closed some branches in medium and small cities in order to down their cost and add profits. Because of this, the undeveloped regions are lack of financial institution. Thus, the financial exclusion happens. From more extensive meaning, financial exclusion is a situation that poor people and poor country can not get financial service on the market, or at least they must pay more for their financial need.Characters of rural economy, such as dispersion, low industry, complication, request the rural financial institutions provide more service innovation to cater to villager's financial need. How ever, our rural finance not only falls behind the whole finance industry, but also falls behind the rural economy. Rural area becomes the objection of being excluded. Xinjiang locate in western undeveloped district and the problem of financial exclusion is even more outstanding. This paper looks for real reasons for financial exclusion by the way of analyzing multi-division of financial exclusion and analyzing the situation of rural finance in Xinjiang. In addition, the paper put forward some suggestions resolving the problem of financial exclusion in order to make villagers in Xinjiang easier to get financial products.
