Reaserch Of Improving Intergovernmental Transfer Payment Of China

Constructing harmonious society is to adapt into key period of China's reform and development the objective requirement of the masses, embodies the fundamental interests and the common desire. Intergovernmental financial transfer payment system, as under the conditions of market economy coordinated development of regional economy, narrowing the regional gap's main means, should play its important role. The current intergovernmental financial transfer payment system has obvious transition and not normative, national finance should according to the requirements of building a harmonious society perfect our intergovernmental financial transfer payment system.As intergovernmental transfer payments increase annually,he effectivenes problem gets more attention.This paper is based on the defining the effeetiveness of the intergovernmental transfer Payments,apply CCR model,2009 and 2010 China Statistical Yearbook data so as to test the effieiency of 31 provinces,cities or municipalities of the six basic Public services in the Production department;Seeondly,in order to know whether the level of public serviees could meet their basic equal,apply basic public services and financial ability and the date of 2009 transfer Payments.Through testing this paper has the following conclusions;ourgovemment has played an must balance between governmental transfer Payments,specifically on the performance of the western region inparticular;the level of Public services have improved;transfer Payments are ineffieient,the overall effieiency is not high;the performance of the horizontal balance between the existing Govemment transfer payments is low.The causes of the low efficiency of transfer payments can be divided into two factors.Direct factors inelude the incompatible distribution of funds and the level of economic development,the low total size of transfer payments,non-standard use of funds,lack of legal basis of the security and transfer payments, such as unreasonable manner.Indirect factors are not enough construetion to improve the institutional environment.Therefore,to improve efficiency,it is neeessary to make efforts of the funds distribution,seale,use,legal basis,methods and system of transfer payments and so on.
