Studies On The Development Of The Village Collective Economy Of Qing An County Heilongjiang Province

China is a great agricultural country, and agricultural economy plays a most important part in the development of the whole national economy. At present, the countries in China is commonly developing in the system of unified management combined with independent management, which is based on the household contract responsibility system. As one of the most important compositions of rural economy, rural collective economy not only concerns about the improvement of the overall level of agriculture, but also concerns about the dovelopment and stabilization of the countries in China. Qingan is a typical agricultural county in Heilongjiang Province. Rural collective economy is a important component of intra-county economy of Qingan. Different rural areas have different forms of rural collective economy, and have their separate ways to go. After China's accession to the WTO, the Central Committee has made the reform of tax on agricultural products, which has brought a new challenge in developing agricultural economy. Facing the new situation, it has great significance in taking effective measures to speed up development of rural collective economy.According to the analysis of the current situation, problems and course of Qingan's rural collective economy, we could make proposals and solutions to speed up development of it healthily and in a steady peace. We are hoping to change the inferior position of the rural decentralized operation market economy and international trade, so as to promote the development of Qingan's economy. Finally, the rural collective economy will be a ture means for our peasants to enter the market extending operating, as well as increase their income.By knowing the theories of rural collective economy both in China and abroad, the writer searches, analyses and argues about the problems arising form the development of rural collective economy, basing on peasant bargaining theory, collective action theory and institution change theory. We are aiming to make effective advices to speed up the development of Qingan's rural collective economyThe writer applys the mothods of literature customary, the comparative analysis, and the quantitative analysis. Taking regional economic development as the sublect of research, the writer carried out the sample from the countries in, surrounding or even far away from Qingan. With the methods of field investigation and special topic Interview, the writer fixed on 18 rural areas to make a comparation. The result can reflect the different effections caused by the different locations of the rural areas. Also the paper would show the causes, reasons and conditions which limited the rural economy development, according to the analysis of the comparation between the rural collective accumulation and per capita net income, and the analysis of the three types of sources of collective income. Finally, the writer is going to give some useful solutions and suggestions.The development of rural collective economy should follow the rules of increasing income and reducing expenditure which suits different rural areas. In order to improve the rural collective economy, we should increase the peasants'income, at the same time make the public welfare establishments better. By doing this, they can promote each other in a virtuous cycle.
