So BGEZ will come into a critical development period once in a thousand years,and the development circulation economy becomes the inevitable choice for BGEZ.In this paper, used the circular economy theory and practical experience as aguide and used economic growth theory, ecological and economic theory, regionaleconomic theory, system theory and related theories to analyze the macro backgroundof BGEZ for the development of circular economy. Evaluation method based ontheory and practice in circular economy at home and abroad. Considered with localcharacteristics, we applied for the fuzzy comprehensive evaluation method to evaluatethis complex system of circular economy on BGEZ. Take Fangchenggang City forexample, The evaluation of the results obtained more scientific basded on a 5-year of dynamic data. Finally: Policy incentives is the key; to strengthen the role of industrialparks; changing the old industrial economy to sustainable industries; the futuredirection in resource recycling and waste gas emissions impact on the environment forthe circular economy; circular economy will be carried out under Government,enterprises and individuals together.
