The Research Of Development Strategy Of The Border Open Region In Heilongjiang Province

The party congress clearly put ascending border open, which marked the further deepening in China. Border open, as a significant strategy, will implement the scientific concept of development and promote the region economy coordinated development. Heilongjiang province is located in the central region of northeast Asian with Russia border line for more than 3,000 kilometers, it is the important bridge and the connection of the open economy between China and northeast Asian and Russia. Through the research of the border open belt in Heilongjiang province, we can provide some experience and policy suggestions, and richly promotes the northeast old industrial base development process in the border city of theory and practice, which has important theoretical and practical significance.The theory firstly summarizes the research about urban agglomeration and then put forward on the basis of the overall thinking, and analyse the urban agglomeration development experience about the foreign country. Secondly, through the analyse of the development of border open belt in Heilongjiang province we summarize the strength, weakness, opportunity and challenge of the development of urban border, then begin the research of the city development strategy in heilongjiang province through the development strategic goals, spatial development strategy, economic development strategy, regional infrastructure development and ecological environment protection and some other aspects. Conclusions are as follows:It is necessary to construct urban belt along the border of Heilongjiang Province, and the development opportunities should be grasped on the basis of existing conditions. The strategic objectives must be clear, and the urban spatial development, economic industrial development, regional infrastructure and environmental protection should be consummated and optimized:it should form third-level town groups, take port grade measures, strengthen cross-border regional economic cooperation, perfect traffic, and protect ecological environment. Based on the ensure measures, sustainable development of urban belt along the border of Heilongjiang Province should be formed.
