The Problem And Countermeasure Research Of Administrate Of Milk Resource In China

Along with the rising of people's life level of our country, milk has been more and more recognized by human, which makes the quantity of dairy products rapidly growing, so the relationship of supply and demand of raw milk between dairy enterprises becomes conflicted because of raw milk resource. That's why the quality of raw milk is not so good, and quality issues happened very frequently. Currently, the effective way to improve the production ability and quality of raw milk, and to solve the contradiction between government, raw milk agents and dairy companies, is changing the current construct mode of raw milk.The article introduced the background of the construction of milk source base. According to the average level of Chinese dairy consumption, the problems exposed by melamine event, and the government policy to encourage the station's construction, to analysis the significance of the station's building. The writer aimed at the present several typical operating mode to investigate the problem of milk source station construction from micro-level. To do deeply demonstration analysis based on the present management mode of milk source construction, it is found that two problems block the milk source development. First, the management mode of milk source lag behind and it can't match the increasing development of market requirement. Second, the government supervision model is too dispersed and lack of specialty to cause events which occur repeatedly.Author's research which based on dividing and analyzing milk source base showed the macroscopic thinking on reinforcing milk source base building, and determined the operation and management mode of milk source base building. Evaluated the model of "company+milk source base+farmer", and made a conclusion that the farmer stock cooperation is one kind of innovation which based on the mode "company+milk source base+farmer". The conclusion was proved by the case of Mengniu Group.At the same time, author studied the government supervision mechanism of Personnel Management, Legal Framework and The Third Party Monitoring System. The answer to how to establish an effectual Government Supervision Mechanism which based on present Subsection Management Model was given.
