Thought of richening civilian is one of the most important element in the history of economic thought, which advocates "richening civilian"of in distribution relations of wealth between nation and people. Because the study of the new China thought of richening civilian is't so much, this paper will do further research.China has been taking the "richen people to make country strong" road of development.But since the Party Congress raised"richen people to make country strong"concept, the party's congress puts the livelihood of people issues to an unprecedented height, while emphasizing the people should enjoy the fruits of economic development to a greater extent. Seventh session of the Fifth Plenary Session request the "Twelveth Five-year Plan"to protect and improve the livelihood of the people .So that the material and cultural living standards will be improved significantly.The Fifth Plenary Session of the spirit marks that since China's "Twelveth Five-year Plan" the Chinese people will bid farewell to the"country strong and people weak"status and welcome the new developpment road-"people rich and country strong".Therefore, researching and excavating of ancient and modern thoughts of richening people, understanding of the new China thoughts of richening people in-depth will help the understanding of scientific development ideas, and grasping the development trend of China's economic reform. Polarization between rich and poor people is going to be severe currently.And now the corporate income tax rate is too high, personal income tax threshold is too low, the price level continuing rising and other problems have seriously affected the livelihood of the people. This paper aims to study the thought of richening civilian of new China through longitudinal study in order to find the solution to the problem of livelihood for reference.This paper consists of three parts.Firstly,to investigate the thoughts of richening people of ancient and modern China tottaly.And then to highlight the thoughts of richening people of new China.Lastly,through the excavation of thoughts of richening people to solute people's livelihood problems of modern China.
