As a result of financial advancement and acceleration of product innovation, competition within the banking industry gets fiercer and fiercer in recent years. Thus, for China state-owned commercial banks to subsist, develop and maximize profit, a qualified, efficient and innovative staff must be first built up, for the modern commercial bank, a service trade, derives its competitive power from its staff to a great extent.Applying the basic principles of systematology and system engineering, the components, the structure of the staff and its operating mechanism in Longnan Branch of China Construction Bank are given full analysis. Thereby, four major problems are identified:the incompatibility of the post system with the quick expansion of business, the systematic unbalance between the three elements-personnel, position and salary, dysfunction in its operating mechanism, and the deficiency in enterprise culture building. Based on the theory of systematization of the enterprise staff, it comes up with a concrete solution from three aspects:optimizing the staff structure, improving its operating mechanism and building enterprise culture. Firstly, a scientifically sound post system is created, which is capable of internal personnel mobility. Whereby, the ideal staff structure is established to form the balance between personnel, position and salary. Secondly, a routine management system is installed to improve and optimize the staff operating mechanism so as to integrate the driving mechanism, the incentive mechanism, the restriction mechanism and the competition mechanism. Thirdly, a profound enterprise culture composed of the aspects of spirit, institution and behavior is built to form its core ethics.With optimizing paths explored theoretically, a scheme for systematic staff construction in Longnan Branch is advanced, which involves the optimization of the staff structure and its operating mechanism. To start with, by making its organization structure flatter and more extensible, the scientific post system, which is characteristic of fine integrity, coordination, complementarity and gradability, and the flexible personnel system can be established to improve the staff structure. Second, the task management system, capable of integrating the driving mechanism, incentive mechanism, restriction mechanism and competition mechanism, is to be installed, which should be further concretely articulated and practicably routinized. Third, a core team culture should be developed, which involves the establishment of the core value, the regulative institution and the behavior implementation-evaluation mechanism.
