Chinese enterprises are increasingly shifting their focus from catching opportunities to setting strategies, so the management of human resources is now up to a strategic level:how to construct an employee capacity system that is in tune with the strategic goal and core capacity of an enterprise; and how to cultivate and develop the employee's professional specialties and techniques. These two are a new core task for the management of human resources. The study of the management of human resources has been upgraded from the matching of individual employees with the enterprise to the quality and capacity of employees with the value system, strategy, and core capacity of the enterprise. For one thing, man's inner demand shall be met to realize his value; for another, individual quality shall be with the enterprise's strategic and cultural demand, individuals shall identify themselves with the enterprise's culture, and form their own core specialties and techniques. So the application of competency is to settle the contradiction between individual and organs from a strategic level to make sure that the talents cultivated meet the demand of the development of the enterprise, in stead of just fill a position. Consequently, competency is to link individuals with the strategy and culture of an enterprise.Through in-depth study of the status of the management of human resources and the development of these management personnel in Enterprise D, the author discovers that the lack of competency model for management personnel, Enterprise D is over subjective when developing management personnel, so it is difficult to assess the actual performance of the development related work. The author then constructs a competency model for management personnel through the application of documentary method, introduction and deduction. In the end, taking into consideration of the current status of the development of management personnel in Enterprise D, the author establishes a management personnel development system based on this model, so as to provide a sustainable mechanical guarantee for the this development in the enterprise. The application of the research results of this article, competency model, in Chinese electronic manufacturing enterprises may serve as a reference for other similar enterprises.
