Research On Regional Innovation Capacity Evaluation In Hunan Province

In the context of Economic globalization and the knowledge economy regional innovation capability has become one of the key factors which determine the economic and social development level of a region.At the same time, the regional innovation has become one of the main driving force promoting regional economic growth and the industrial development of a region. As the increasingly fierce competition among the region, most areas have tried their best to promote the regional innovation capacity. Following the national policies of the eastern regions leading in the development, western development, and the Revitalizing North-east Old Industrial Bases, the Central China has ushered the policy of raising the central region in China. In the recent "Planning for the central region", more specific measures are proposed. The Hunan province should take the advantage of geographic circumstances and favorable policies, accelerating the upgrade of regional innovation capacity, promoting the economic development. With a strong education and technology base in Hunan province, its innovation capacity ranked eleventh in 2010 across the country according to rankings of Regional innovation. However, the northern area, the central area and the southern area in Hunan province are extremely uneven. So, the Correct and objective valuation of the status of regional innovation capacity in Hunan Province, founding the restricting factors and the advantages of regional innovation capability, studying the effective way to nurture, maintain and enhance the regional innovation capacity,then developing rational and scientific regional innovation policies, are the major strategic issues to take advantage of the existing technology resources, to enhance regional innovation capability, to construct an innovative province and to achieve technological and economic changes. It has an important practical and theoretical significance.This paper summarized the theory of regional innovation capability, based on the principle of constructing the evaluation index system and the characteristics of Hunan Province, utilized of theoretical analysis, frequency analysis and correlation analysis to screen index from the previous research, constructed the Hunan Province index system of the regional innovation capacity evaluation,to 14 prefecture-level cities of Hunan Province for the evaluation of the object, utilized the entropy comprehensive evaluation, the gray correlation analysis, the principal component analysis and the AHP analysis to evaluate the input of the regional innovation, the output of the regional innovation, the environment of regional innovation and the comprehensive evaluation level of the 14 cities in Hunan province Through introduction of group decision theory, this paper integrated the four single evaluation, formed convergence results and analyzed the main characteristics and the existing problems of the different cities after the cluster analysis, proposed recommendations to improve the innovation capacity in different areas in Hunan Province and to provide policy and measures reference.
