The Study Of Urban And Rural Areas Equalization Of Basic Public Services Under The "Hedonic" Principle

Since the reform and opening policies in China, with China's sustained economic development, while environmental pollution increased, and social demand for environmental protection was an overall growth trend. Due to lack of coordination between economic development and social development, urban and rural development have been uneven, the government has continuously increased the controlling of the urban pollution, while ignoring the rural environment, making the lack of rural investment in pollution control. The trend of urban and rural environmental protection have continued being non-equalization expansion, which has seriously affected on the health of rural residents and has reduced the hedonics of rural residents, which has become a constraint element of constructing new socialist countryside and harmonious society. Therefore environment protection is one of the most important contents of the public service, the paper will analyze the environment protection based on the hedonism of the citizens.Firstly, the paper will give contents and theories of the equalization of basic public service, specifically related to the concepts and the standard of equalization. Then, the paper will discover the "hedonism" is the human nature to pursue goals of economic behavior, which can determine from the people "hedonic" feel to relate issues of the equalization of basic public services. After clarifying the theoretical issues, the paper will use the "hedonic index" to measure the equalization of environment between rural and urban and analyze the causes of non-equalization. In order to solve the problems, after exploring the equalization of environment protection in Chongqing City, the paper put forward some suggestions as following:first, "hedonism" is the expression mechanism for the citizens' demands to the environment protection. Second, it is important to enhancing the government's guidance function in the environment treatment. Third, it is expected to perfect the public fiscal policies. Through the researches and measures, we expect to accelerating the equalization of environment protection and improving the hedonic of the residents.
