Dual structure of urban and rural development is an irreplaceable period that a country should experience during the way to industrialize. The policy of"Urban Bias"contributes to that the resources of the whole society unreasonably flow to urban. It's also common in our country that since the establishment of PRC, as the policy of lending prestigious to the heavy manufacturing, the policy of planned command economy and the policy of people's commune system. It is the existence of these hindrances that resisted the resources from flowing reasonably and limited the development of rural areas.By reallocation, finance, as one of the main applications of the country involved macro-control, relocates the resources and makes up for the drawbacks of the market mechanism in distribution of resources. The financial investment in agriculture is one of the main sources of funds related to the development of rural areas. The improving of infrastructure, scientific techniques and marketing information which have been caused by the finance directly are the necessary factors of resources. They can complement for the setback of marketing to some extent.Based on the introduction of theories of resource potential and resource field, This paper studies the theory and previous literature reviewed, and the conclusion of the study to sort out, a potential difference in resources, resource field theory, based on the flow of resources to rural areas, the internal factors were analyzed, and tried to Financial Expenditure on promote the flow of resources to rural areas, to explore the mechanism.From three angles which are economic potential, social potential and marketing potential, this article reflects the situation of the flowing of resources in rural areas through the flowing of funds and talents. To start with, by creating the quantitative model of resources flow and influential factors, this article uses the data from nationwide, the east, the middle and the west separately to analyze the difference among the influential factors that influence the resources flowing into the rural areas in different areas. Furthermore, this article analyzes the effect of the structure of allocation has to the flowing of resources to the rural areas by doing research of the structure of financial investment in agriculture.Through empirical research and analysis,there are three major conclusion of this article. First, in this period, the most significant factor which influence of the resource to flow into rural areas is the marketing level in the rural areas. Second, nationwide, different areas now are experiencing different period of development; and the reliance between the resources to flow into the rural areas and financial investment in agriculture is not same. Last but not least, the difference of structure of financial investment in agriculture affects different fields of development in rural areas, while which will influence the outcome of the financial investment in agriculture.With Theoretical analysis, we recognize that: First, the resource flowing to rural areas has its objective law; Second, improving the level of rural markets is important to promote the flow of resources to rural areas; third, a reasonable grasp the size and financial structure of agricultural expenditure, can play in promoting the financial resources to agricultural expenditure guide the flow of rural areas.Based on these conclusions, we present the final recommendations: First, respect the objective laws, and understand the situation of rural development, targeted use of financial expenditure means; Second, there are regional differences in the implementation of the central fiscal expenditure policy, increase in the western investment in rural areas; to create a unified system of urban and rural markets, promote market-oriented rural areas, raise the level.
