Since the reforming and opening up 30 years ago, the level of China's economic and national wealth increase rapidly, and the process of urbanization is accelerating at the same time. Urban infrastructure development can not be inseparable from the construction of infrastructure, because it is the foundation of a country's economic and social development. From 1978 to 2008, China's highway transportation infrastructure investment totaled more than 44,000 yuan, and transport infrastructure strongly supports for the construction of China's 30-year economic miracle. However, as the accelerating construction of transport infrastructure in recent years, the problem of transportation infrastructure out of line with surrounding land use is getting worse, the use of transport infrastructure issues is inefficient, transportation construction and land use change has impacted the ecological system, case to certain negative effects. The key to these problems is the transport construction are lack of link to land use, and the mechanism of how the transport construction impact on land use change is not yet clear. During the period of rapid development in transport construction, study the impact of traffic construction to land use change has important practical significance for improve transport efficiency, value land resources and environmental protection, in addition, it providing a theoretical basis to guiding land use distribution and make transportation and land use develop coordinately.This paper take location theory, land rent theory, corridor effect principle and the principle of landscape ecology as the theoretical basis to explore the mechanism of traffic impact on land-use, it can be divided into three levels:transport construction can improve the region's transportation accessibility, improve the regional location advantages, increasing the attraction of businesses and residents to enhance the value of the land, then causing changes in the spatial distribution of various types of land; within the range of the traffic impact all kinds of land re-distribution, transportation lines effect the economic benefits, they all follow the principle of distance decay, with the increase of economic efficiency of traffic corridors, construction land along the traffic will continue to squeeze natural land space; road runs through the various types of landscape, road network development had artificial corridor effect, also had a number of ecological effects, the scaling of impact up to landscape from the stocks.Combine with the theoretical analysis, from the aspect of land economy benefit, land use spatial distribution and landscape ecology make empirical study of impacts of transport construction on land use change. The results show that:land prices increase significantly affected by the road; by the road corridor effect, construction land gradually approaches the traffic routes, agricultural land and unused land space were squeezed in varying degrees; the road corridor attract effects are not fully subject to decreasing effect, affected by the transport construction, the transfer rate of agricultural land is the largest; the distribution of land use intensity along road traffic can be classified according to the road level, but it's not the higher level of the road the greater the intensity of land use; After road construction the landscape have changed a lot, the landscape dominance of arable land and water were in varying degrees of declined, cultivated land and unused land's fragmentation increased, polymerization degree of arable land, water and unused land the landscape become lower, landscape diversity in the range of 400-1200 meters become lower too, the various types of landscape disturbance by external factors are increasing, except unused land.On the basis of mastering the mechanism of land use change, this paper elaborates ideas of land use layout under the influence of traffic-building and designed land use layout program in harmony with the transportation planning, taking full account of the impact of Zhenhai transport network in planning to land use, making arrangements for construction land, ecological land, agricultural land layout, and at last forms land layout scheme with urban centers, urban construction land expansion corridors, the layout of urban construction land, green isolation belt, woodland layout zone, the ecological and agricultural land layout zone. At the end of the article, the author proposed some enlightenment for land use planning.
