The rescue of water transportation accidents is mainly through the nearby shore-based search and rescue centers providing relief supplies, while the location of shore-based search and rescue centers is crucial for a timely rescue. Location considers a reasonable time to deliver materials and the hydrological and meteorological factors. Against the search and rescue system, "National water transportation safety supervision and rescue system layout planning" proposes to form a network to fully cover waters and at the same time to strengthen the resource distribution of accident -prone and traffic density areas according to the level of risk. Due to the complexity and specificity of water transportation accidents rescue, especially the effect of wind, fog, tides, current, visibility to the timely rescue, and various constraints have great uncertainty, so far there has been little research on it at home and abroad, most research still use the methods of emergency resources layout optimization on land.Under normal circumstances, different waters of the distribution of environmentally sensitive resources and shipping conditions are not the same, and as its occurrence probability of water transport accidents as well as the damage of incidents are also different, that is, the risk of accidents in different waters are different. This paper based on the grid-based analysis and traditional risk assessment methods combines risk probability and severity to calculate the water risk on the use of GIS spatial analysis function, and finally gets the grid maps of risk distribution. With the results of risk analysis, the paper establishes the backup coverage model based on time satisfaction after determining the time satisfaction function and coverage of search and rescue centers. This model can not only cover the waters, but also cover waters of high risk more times. According to the risk, the method can achieve the objectives of the comprehensive coverage of waters.
