The train ferry connects the railway line which is separated by the water to change the loading-unloading way from Lift-on/Lift-off to Roll-on/Roll-off. Compared with the sea-land transportation, it brings more time-saving and energy saving. Ship-shore connection, as a key link in the railroad ferry system, determines the efficiency and effectiveness of system. Traditionally, fixed tracks are set on the trestle. This form of trestle has poor generality and inefficient use, which is bottleneck of the whole sea-land transportation system efficiency.Based on the academic thought that making the rigid trestle and railway flexible and on the design scheme of FDT-1 (Flexible Double-rail Track-1), a totally new design conception of flexible railway which is called FDT-2 for short is presented. When used in the design of trestle, it can improve the connection between the fixed tracks on the land and deck to raise the adaptability between ships and railway trestles and the use efficiency of the system. Then the superiority of the railroad ferry will be brought into full play and the value of second-hand ferry will be increased. The paper draws the whole structure of FDT-2 and design scheme of each part with AutoCAD, studies the processing methods of all the parts and the loading-unloading process based on this kind of railway preliminarily, defines the key deformation parameters and design parameters of the flexible railway, and derives the expressions of the main deformation parameters when the flexible railway is bending. Matlab software is used as the platform to the numerical analysis program of these parameters to prove the feasibility and practicality of the railway. Then the suggested value ranges of key design parameters are given. The paper calculates the total volume of the railway, estimates the cost of its construction, then sets a calculation example for the National Economic Evaluation of the two different programs in which the new and the traditional trestle are adopted respectively by using the thought of "With and Without Methods" for reference. Results about the advantages and disadvantages of the two programs in costs and benefits are presented which show that it is more superior adopting FDT-2 flexible railway than traditional trestle.
