As an important part of road network planning, sequence selection of construction affects the implement of planning scheme, impacts the utilization of construction fund and thus attracts the attention of network planning policy makers.This paper first cards the results of researches on sequence selection of highway construction home and abroad. Second, the regional economics, resource optimal allocation theory and econometrics are confirmed as the basic theory of this paper. Thirdly, based on the dominant idea that traffic planning theory and method which with the transportation demand instead of traffic demand at the core manifests the fundamental target of highway network planning more radically, this paper positions the function of project planned in the whole network combining the requests of the use of transportation demand theory in this research.This paper divides the economic benefit of highway program into along benefit and node benefit and measures them respectively by the analysis of program's two functions that is unobstructed and reach. Then, based on the four factors which influence the realization of transportation demand according to the transportation demand theory, such as construction cost, land occupation opportunity cost, transport cost and network efficiency, the portions of project cost is analyzed and the cost each element consumes is measured. Based on the above research, uncertain multiple attribute model is used to calculate the benefit and cost of highway projects and then the construction time series of planned projects is done combining the comprehensive attribute values.In order to check out the scientificity and maneuverability of this method, the basic network planning of Lang fang city has been conducted as an empirical analysis and the result indicates that the method is favorable.This paper presents a new method to classify and measure the benefit and cost of highway projects and a new way to decide their construction time series, which complements and perfects the theory and method in this field.
