Based on the panel data of 30 provinces (autonomous regions and municipalities) in China, this paper uses DEA methods and Malmquist productivity index to measure static efficiency and dynamic efficiency of industrial pollution control in China. The result shows that industrial pollution abatement in China exists 54% of the input waste of resources, and merely technical efficiency of industrial pollution control in east China is higher that of middle and western China. However, the scale efficiency of industrial pollution abatement in western China is higher than that of east and middle China, and the comprehensive technical efficiency value in these areas are totally different. From dynamic point of view, the total factor productivity of the industrial pollution abatement in east and middle China raised by 0.9% and 2.6% separately between 2001 and 2008. The increase mainly owes to the technology advance, the changes of technical efficiency does nothing to the pollution abatement, it lows the level of industrial pollution control contrarily, the technical efficiency value falls 2.5% and 1.7% in eight years. In the same time, the total factor productivity of the western industrial pollution control falls 8.6%, and it dues to the drop of technical efficiency value, it falls by 2.8% in eight years.Totally, the paper remains that controlling the industrial pollution and raising the efficiency of controlling industrial pollution should follow these aspects. first, continue to increase capital in the industrial pollution control; second, raise the efficiency of industrial pollution control, take advantage of every input.At last, the invest in the industrial pollution control should according to the economics and environment.
