Street vending sectors have recently attracted a lot of attentions, not only the conflict between hawkers and inspectors are furious, but also the public are passionately attending discussions regarding hawkers. Meanwhile urban government has gradually changed the attitude toward hawkers, but problems in regard to them are increasing. In reality, how to solve the issues caused by hawkers is trapped in dead end. Even though putting emphasis on sensible solution, none works out. It seems the issues are too complicated to be handled by one single government department. For that matter, the paper suggests it would be better trying another perspective to simply focus on the study of street vending sectors. While differentiating itself with previous domestic studies which use a top-down view, this research specifically observes everyday routine of hawkers, to understand how they work and how they live with their life. With the help of such inspection, the paper hopes to provide certain solutions for issues regarding hawkers.The study of street vending sectors near East China Normal University reveals that the agglomeration of street vending involves two factors, i.e. space and human. From the aspect of space, the distribution of street vending follows the site which draws the largest amount of people, consequently, hawkers will work near side pavement, the entrance of public buildings, transportation stations and so on. From the aspect of human, due to the policy of Household Registration, hawkers have been divided into two groups as local hawkers and migrant hawkers. Local hawkers are best illustrated by Love Cart workers, while migrant hawkers consist the majority. Both kinds of hawkers work in informal sector, but migrant hawkers have two more characteristics than local hawkers, which can be listed as informal identity and informal residence, meanwhile local hawkers work in an environment that is superior to migrant hawkers'. Through the survey, the research discusses that to thoroughly solve the issues of hawkers, there are several considerations:first, it is necessary to satisfy the demand of labors who have no choice but to work in informal sector; second, public policy should not possess double standards towards individuals; third, the goal of urban planning requires adjustment; at last, the top-down measure of urban management is in need for updates. In conclusion, to solve the issues regarding hawkers, it requires the involvement of several government departments to cooperate in aspects such as labor training, social security, urban planning, urban management etc. |
