The Causes And Economic Effects Analysis On US Imposing The AD And CVD Duties Simultaneously Towards China Products

As a kind of new trade relief method, AD and CVD duties are quite different with the anti-dumping measures and countervailing measures. It puts anti-dumping measures and countervailing measures used together, destroys the previous rules that countervailing measures don't apply to "non-market economies", and causes people'worries about the together using of anti-dumping and countervailing measures. Based on trade political economics theory,this paper uses game, partial equilibrium and general equilibrium method to analyze AD and CVD duties. In the aspect of theory, this paper analyzes the theory of implementing AD and CVD duties, and argues that interest groups, international political game have an important influence on implementing AD and CVD duties. This paper also analyzes the legitimacy of implementing AD and CVD duties, argues that WTO rules do not explicitly ban to use AD and CVD duties on "non-market economies", so doesn't China when joining WTO.In the empirical side, this paper analyzes the characteristics and reasons for implementation AD and CVD duties, argues there are reasons both external and internal. Next, this paper analyzes the economic impact of implementation AD and CVD duties using Combination of methods of Partial equilibrium and general equilibrium, and using modified Prusa model. This paper argues that, using AD and CVD duties, American can protective domestic market in the short term, but will reduce China's exports to the United States.At the end of this paper, the author suggests that our government should launch AD and CVD duties to America under the framework of WTO, and standardize the accounting system of domestic enterprises, and domestic enterprises should actively participate in responding.
