With the government increased funding for the poor students of University, the stipend fair sense received extensive attention. The stipend fair sense research on psychology is just beginning. This study aimed to explore the structure and characteristics of the fairness sense of college students stipend assessment. Through literature review, this study sorted out the predicted questionnaire. Then use the item analysis, factor analysis, test the reliability and validity, and finally obtained the formal questionnaire. Use this tool to investigate the correlated factors concerning gender, school, grades and different situations of applications and acquisition the stipend. Findings are mainly listed as below. Stipend fair sense is a multi-dimensional psychological structure that contains the "Policy fairness" "Process fairness" "Result fairness". There is no difference between male and female students on the whole or in the different dimensions through analyzing the valid questionnaire data. But there is significant difference between undergraduates and vocational students. For the various dimensions, significant difference appears on "process fairness" and "result fairness" besides the "policy fairness". Undergraduates have the lower stipend fairness sense than the vocational students. For the different grades, sophomore scored higher than freshmen and the junior, it is very significant. Whether apply for a stipend and acquire it or not, different situations have been approved significant differences. The students who apply for the stipend and get the approval scored higher than the other students. However, the students who apply for a few times but have not got the approval, this kind of students scored the lowest. About the different amount the students got, we found that if they got the approval, whatever amount they got, have the higher fairness sense. From the different ranks, it has no difference. Finally, judging from the school satisfaction survey findings, satisfaction rate is about 55%, the students who are satisfied with the assessment have the higher fairness sense than the students who are not.
