With the globalization, human capital is more and more important in company competition, even though a lot of company thought human resource management is only the cost.this paper try to show the value of human resource management in finance opinion and find the better and feasible human resource invest idea.Domestic and overseas study on human resource invest-outcome is still have disputed,even though the ways to test human capital cost and outcome is very good, how to optimize human capital cost and outcome is still not find the very appropriate way. This paper form the finance view and use qualitative analysis and quantitative analysis find the optimize idea in human capital invest and outcome. Hsam methord in qualitative analysis, fuzzy sets in quantitative analysis. This paper through the first and second chapter theory. Qualitative analysis in Chapter III of human capital cost structure and benefits, given the human capital structure optimization program content and methods. Chapter IV gives a quantitative calculation of human capital investment income method, combined with the impact factors of human capital investment to establish the evaluation of human capital investment rate of return model, and the use of "fuzzy sets" theory of the model is optimized. In the fifth chapter the model will be optimized with a combination of qualitative analysis has been applied in the instance, and finally in the sixth chapter gives the enterprise investment in human capital management strategies.Article on the determination of the cost of human capital, human capital gain calculation, investment and human capital have defined measure of income, and from both qualitative and quantitative aspects of the enterprise to optimize return on investment in human capital, and in the instance of the application qualitative and quantitative analysis of the combined companies to get optimal return on investment in human capital is more feasible. Because their knowledge is limited, although standing on the shoulders of giants to the study, conducting research as a hypothesis, the model is more rational conditions, why are people still did not give a satisfactory conclusion, after the combined again during the actual depth study on this subject.
