China will nurture and develop seven new strategic industries with favorable policies in the next five years. The industries include new-generation information technology, energy-saving and environmental protection, new energy, biology, high-end equipment manufacturing, new materials and new-energy cars. With the fast developing of technology and economy, the competitions among the domestic enterprises become more complicated and fierce. The competition among the modern enterprises is the talents'competition.As a high-tech enterprise, some of the engineers in CG company R&D department suddenly withdrew the company. HR officer NiBing talked with the engineers face to face and want to find the reason of dimission and the insufficient. Through the human resources management theory of performance management, we discuss the problems of the formalism internal performance management, fuzzy staff work target, ineffective communication between department supervisor and employees, lack of practical performance management, and find the suitable performance management method for CG company. This paper starts with improving the performance management system and reviews the existing processes of the performance management. Through 360 degrees and KPI performance evaluation methods to make good use of CG company R&D department, promote the management and business process optimization, to ensure the management goals.Finally, hope that this case study can provide some experience for high-tech enterprises to establish scientific and effective performance management system.
