Study On Regional Distribution And Development Countermeasures Of Patent In Force In China

"patent in force" means the patents under the condition of law maintenance by the end of the reporting period. Compared with traditional patents index, this index presents unique advantages because it reflects the patent quality and regional innovation capability more accurately. So it has practical and theoretical value. However, as a new index which is embodied in the gazette only for two years, patent in force index has not been paid attention to as yet by the domestic circle and lacks relevant academic thesis.Based on the research of the conception and fundamental theory, the paper analyzed the development of patent in force of China's 31 provinces and economic regions with the regional distribution methods, using the data from SIPO. With the help of GIS, the regional distribution had been analyzed and visualized. Besides, we also divided the regional development states based on the effective rate index. It was found out that the average level was not high and the effective rate was low; mainly on utility model and design while lacking in invention; unbalanced development between areas and there was a wide gap between the western and eastern while not very wide between western and middle. With the methods of Moran's I, Location Quotient, Agglomeration Degree and Equity Index, the paper revealed the spatial difference of patent in force. The results indicated that:there existed obvious spatial autocorrelation of regional development; Shanghai was the center of high-high agglomeration while Sichuan was surrounded by low areas; there was a wide gap between the invention and design while the Location Quotient of the utility model was low; the strongest was the eastern coastal areas and the weakest was the northwest areas; the difference in the southern coastal areas was significant and eastern coast, mid-yangtze river and northeast areas were the opposite. Lastly, we proposed suggestions on countermeasures of increasing the quantity of regional patent in force from innovative ability, annual fee, patent profits and law enforcement level. What's more, growth poles, technical advantages and cross areas' cooperation would bring good momentum of development of patent in force.
