In 2011, National"Twelfth Five-Year" Plan has made it quite clear that the general market price level basically remain stable and further expand domestic demand especially consumption demand of residents. The strategic readjustment of macroeconomic policies showed more hopeful prospects in the near future for extending the rural consumer goods market of our country. Chongqing is highland city of inland opening,Chongqing Liangjiang New Area was quite new and first-time has been written in National"Twelfth Five-Year" Plan. It is very rare in the strategic plan of the central government. It showed that not only inland opening included in national total strategy of opening up to the outside world but also inland area became main battle field of our country. It's very important to develop the Middle West of China. It was learned that the proportion of China's GDP to the world total has increased from 1.8 percent in 1978 to 7.3 percent in 2009. It is expected to the proportion of China's consumption to the world total beyond 14 percent by 2015. China will become the second biggest consumption market which makes up approximately one fifth of the world population. So expanding domestic demand and initiate inland opening and developing is an important decision of strategic transformation of our country. The Central Economic Working Conference emphasized in 2011:"We must adjust the relationship between investment and consumption. The primary focus of expanding domestic consumption demand is enhancing consumption capacity of the residents especially the rural consumption, and need to expand the scope of consumption and improve the climate for consumption consistently". Covering an area of 6.8 million square kilometers in the western region of China and more than 400 million population. Chongqing is one of China's municipalities of the western region of China which has a territory of 824.0295 kilometers square kilometers and has 32.3532 million population. And western delta region which composed of Shangxi, Sichuan and Chongqing included the Chongqing Liangjiang New Area has a territory of 0.4 kilometers square kilometers and has 150 million population. Strategic depth and the vast hinterland of the western delta region established the solid foundation for the Chongqing Liangjiang New Area performs its strong radiating function and guides the development and opening of inland. Although Chongqing hold a prominent place in western China.There was, however Chongqing has two significant characteristics: Great industries and grand agricultural coexisted. The rural population make up 75 percent of Chongqing' s total population. Develop consumer markets in Chongqing rural areas is still relatively weak. It obviously the development of maintaining a sustained, rapid and healthy growth of the Chongqing economy cannot be separated from the development of rural markets. How to develop consumer markets in rural areas of Chongqing and how to play a leading role in rural reform of western China are a matter of great urgency.Based on current research of the Chongqing's rural consumer goods market, this article applied Marxist economic theory, public administration, rural economics theory. Through comparison and analysis the income of rural residents and urban-rural consumption structure of Chongqing and other regions of China. Results The rural consumer goods market of Chongqing has a larger space to develop. At the same time summed up the main factors influencing the development of rural consumer goods market and learn from overseas experience of several countries. Aiming at the subsistent problems of Chongqing's rural consumer goods market expanding, the article put forward some countermeasure and advices. From the angle of government, enterprise and farmer, put forward some countermeasures about the development of rural consumer goods market, and provided theory basis and feasible measure for rural consumer goods market healthy and orderly progress of Chongqing and Western China.
