| Cultivated land is the material basis of human survival, China is a populous country, large agricultural country, the amount of cultivated land quantity and quality is directly related to the merits of national food security and social stability. In recent years, with the industrialization and urbanization continues to accelerate, keep agricultural land into non-agricultural land, the total area of arable land per capita arable land has been decreasing and approaching the warning line, China's farmland protection are facing an unprecedented crisis. Therefore, we must of China's arable land and basic farmland protection study to explore the specific mode of protecting arable land and operating mechanisms for the relevant government departments to develop effective farmland protection policies to provide support in order to strengthen efforts to protect arable land to alleviate the man-land contradiction to promote the sustainable use of cultivated land resources.In this paper normative and empirical analysis, dynamic analysis, qualitative and quantitative analysis of a combination of methods, Tai'an City of arable land and basic farmland protection were studied. First, arable land and basic farmland and related theories were expounded; Secondly, Tai'an City of arable land and basic farmland protection to the theoretical and empirical analysis; Finally, the cultivated land and basic farmland protection measures. Through the analysis and study, reached the following conclusions:(1) Tai'an City amount to land-based agricultural land, but the per capita arable land area of less than, well below the national average; Tai'an City of cultivated land resources more evenly distributed between regions, but significant differences in the spatial distribution.(2) From the farmland quality point of view, Tai'an City, the natural conditions of agricultural land as a whole Jiaoyou, using a more natural and so on and so on and so the overall index of low quality and spatial distribution of arable land that there are differences.(3) From the current situation of cultivated land use, land use of Tai'an City, there are some outstanding issues, mainly reflected in: cultivated land use, blind, man-land conflicts increased, inadequate investment in land, cultivated land are not highly fragmented scale. (4) From the basic farmland distribution and utilization of point of view, the distribution of basic farmland Tai'an City characteristics and the distribution of cultivated land is characterized by consistent, more uniform regional distribution, but the farmers of basic farmland protection awareness is not strong.(5) From Tai'an City of cultivated land and basic farmland use dynamic analysis point of view, in recent years, Tai'an City area of arable land tends to reduce the overall trend, but different regions and different years, there is a big difference in reducing the size, reduce the main arable land occupied by the adjustment of agricultural structure and the various non-agricultural occupation of cultivated land protection policy and its implementation to a certain extent mitigated the decline in arable land.(6) The amount of cultivated land through the prediction and completely self-sufficient in grain-based demand forecast of cultivated land by 2020, Tai'an City, the amount of cultivated land will be less than the demand of cultivated land of food completely on my own, therefore, at this stage is very urgent to strengthen the protection of farmland.(7) To protect arable land, on the one hand, it is necessary to establish a unified land registration system, establish a sound land management laws and regulations, and establish the interests of protection of cultivated land compensation mechanism, which is a fundamental measure to protect arable land; the other hand, we should also take relevant supporting measures, such as an active revitalize the stock, increase efforts to exploit it rationally adjust the land use structure. |
