Jilin Petrochemical Company is a Large state-owned chemical enterprise, enjoying the fame of " Chemical eldest son of Republic". As an underling secondary unit of Jilin Petrochemical Company, Refinery plant is an leading Kyrgyzstan enterprise which is based on oil as raw material, mainly producing gasoline and diesel as well as light chemical feedstock . In recent years, with the situation of safety and environment in domestic and foreign getting severer,the threshold for approval of chemical industry is getting higer and higer and the enterprise development is facing a severe test. At the same time, by the impact of economic environment, personal value tropism tends to economic benefits as a yardstick, therefore, in addition to adjustments by the means of material incentives, to strengthen the significance of employee education is very urgent and important. This article on how to mobilize the enthusiasm of employees, motivate employees sense of responsibility as masters as starting point and off angle of the working significance education, from the system management, culture guide, emotional support system of the three major incentive , analyze and explain the current status of enterprises and put forward constructive views and measures.Jilin Petrochemical Company Refinery has a high temperature, high pressure, continuous operation and other harsh conditions, while the presence of flammable materials, explosive, toxic, corrosive danger. Plant and downstream production units to achieve through the pipeline transportation of raw materials and products, docking, production process and operation is highly complex, the staff any operational errors, the light causes the production fluctuations in the upstream and downstream equipment, heavy will pay with their lives. Nearly 80% of the refinery workers at the grassroots level in management, technology and production operations, etc., is the direct creator of enterprise efficiency. Therefore, this paper, the significance of education level employees as the main target of the work to be analyzed and explained, so that grass-roots employees to achieve their potential, to achieve a happy work and work effectively to maximize wealth and achieve personal values and corporate harmony of economic and social benefits .Employees as a corporate body, and its performance, including both rational and emotional, in a rational context, the institutional staff work hard and fast rules and enforcement, to fulfill their duties to regulate. In emotional terms, the performance level from the outside, the staff work emotional constraints and incentives for staff to work efficiently from the heart to joy, from the deeper levels of values, employee guidance and cultural cohesion, so that employees with personal values enterprise value to unity.In the system of management, the existing system for the enterprise operation and management of existing norms is lagging behind the dynamic change management, system lacks executive power, the system can not effectively run multiple defects such analysis is made to strengthen the system, and enhance the effectiveness of the system; refine the system specification to improve the operability of the system; sound support system and improve the system of executive power and other measures to better play the role of enterprise system, rigid management, sound operation of the enterprise specification.In the corporate culture, with regard to reduction of administration, the functions of cultural institutions to play a bad business; employees varying quality, execution down; heavy administrative means, light missionary guide, there is a deviation of understanding of corporate culture; inheritance and innovation, adhere to the culture times the motivational system is not obvious defects such as analysis, organization and employees to increase allocation to strengthen the understanding, focusing on culture, two aspects of inheritance and innovation of four specific measures to better guide the constraints play a corporate culture and unifying role, employees and business objectives to achieve harmony.In terms of emotional motivation for internal hierarchy by the impact of staff and senior leadership in the communication between the existence of blind spots; ignored staff personality differences, emotional incentive used across the board; work incentives, raise standards of inconsistent positions, bringing discontent and complained about other issues, raised the value and status of respect for employees, give employees a sense of self-realization; understand the personality and needs of employees, strengthen ideological and communication, give employees a sense of equality; solve practical difficulties staff, set up a bridge between enterprises and employees ; properly praised encourage the staff to gain confidence and satisfaction; organizing various cultural and sports activities to enhance team cohesion and other emotional motivation of specific ways in which members get emotional satisfaction, happy work.
