From 1970s to 1980s, people have been giving more concern to industrial cluster. The reason why it arouse people's interests again lies in the flexible and specialized model of production and organization, which is different from the traditional Fordism and can be more flexible to meet people's diverse needs. Until now, people have not diminished interest in industrial clusters. The main reason is that it formed a set of effective mechanism of the study, comprehension, storage, and administration to the knowledge so as to improve the competitiveness of the region.Firstly, this paper compares and analyzes the domestic and foreign literature. We believed that the formation and development of industrial clusters are not only being affected by the environment of system, finance, culture and market for its formation, but also being affected by the institutional environment and the marketing environment formed by the outside macro-environment . The effectively interactive, frequent, and informal exchanges among research institutions, government, financial institutions and other intermediaries promote the rapid dissemination of knowledge, especially the spread of non-coding knowledge, enhancing the learning ability of the main action bodies in the industrial clusters. Meanwhile, it can increase his study ability in the process of continuous learning. so to form a good learning area in the inner industrial clusters .Secondly, based on the understanding of knowledge, this paper analyses the cause and the sustainable development of the core competitiveness of industrial clusters. As far as we concerned, the knowledge can be divided into the codified knowledge and non-codified knowledge. In the process of producing products, the key to promote innovation and to improve product quality is the understanding and application of knowledge, especially the non-codified knowledge. In most cases, it is usually the non-codified knowledge that can promote innovation. Whereas, the codified knowledge just takes a little part in our cognitive knowledge and plays no important role in the process of innovation.Thirdly, through the specific analysis of the inner industrial cluster and the understanding of knowledge, it is concluded that the virtuous cycle and sustainable development of industrial clusters is the coefficient result of the internal and external environment and the internal action body. What's more, it reflects the understanding and application of knowledge by the internal action body, especially, the re-creation of knowledge. Through the theoretical analysis of the literature both home and abroad and the comparative analysis of industrial clusters, we holds that although the triple helix model of L.Leydesdorff and M.Meyer can explain a lot of foreign phenomenon, it cannot completely suitable for our situations. To a certain extent, it isn't a integrated theoretical mode. Put in into practical use in our country, the triple helix model of L.Leydesdorff and M.Meyer largely ignored the guiding role of the behavior of the financial institutions to the capital flows and the administration and influence to the financial market. Then, it is more favorable to say that the main action body of the industrial clusters should be changed into the enterprise-cored Golden Triangle, nevertheless, it is originally said to be the original triple helix action body concluding enterprise, government and other scientific research institutions.Fourthly, in this model, enterprises can communicate with the scientific research institutions effectively and promote circulation and application of knowledge. Government, intermediary agencies and financial institutions can provide effective institutional environment and financial environment to the enterprise, and root in local socio-cultural environment to promote the formation of the learning region in the inner industrial cluster. The formation of learning region and the effective and timely information flow can promote innovation and at the same time it can also improve the learning capabilities of the action body in the inner industrial clusters.In the end, through the analysis of the Changyuan lifting appliance industrial cluster, we further test our conclusion that the core competitiveness of industrial clusters lie in the improvement of learning capacities and the accumulation of knowledge. However, only learning on their own is not enough. They should not only form a regional learning system, but also converse it into an innovative region to make the action body have his or her own initiative learning motives. Only through this, can it be ensured continuous innovation and sustainable development of industrial clusters so as to form a strong and competitive industrial cluster.In this process of conversing the learning region to a innovative one, we hold that the scientific research institutions is essential because they can effectively eliminate the false knowledge and retain the true knowledge, do the theoretical validation, have a short time feedback to enterprises to make knowledge into productivity, promote the development of enterprises, form the core technology, enhance innovation and improve competitiveness of the region.
