Abstract:In an era of increasingly competitive knowledge economy, it is the existence and development key for enterprises to increase product R&D investment and enlarge the market.Without technology R&D and product innovation, enterprises will be out.The lack of R&D capability has been restricted the rapid development of Chinese electronic information enterprises. The lack of capability includes that the key link in the technology is under the international level, the core technology is mainly dependent on foreign countries and most of the key raw materials is purchased. To fundamentally change the situation, enterprises must improve R&D work and effectively improve technology R&D and product innovation. However, the R&D activity is high-input and high-risk. The success rate is relatively low. In product development, if enterprises don't take the evaluation or don't take the reasonable evaluation, it will easily fail in the R&D process. It is important for enterprises to use resources effectively and enhance the technological innovation by scientific project evaluation. The correct evaluation and selection of project are often more strategic significance than the implementation of the project. This paper studies the R&D project evaluation of product mainly in the electronic information enterprises. This paper combines research methods of theoretical analysis and practical application and through the research on electronic information enterprises R&D project evaluation system, it gets a reference on making a reasonable decision for enterprises. This paper is divided into six chapters for a specific study. The first chapter, the paper introduces the background, significance, literature review, main content and research methods of this study. The second chapter, the paper explains the basis theory of this study that introduces the relevant knowledge about the electronic information enterprise product R&D project and the theory of project evaluation. In this chapter, the paper also focuses on the characteristics of electronic information's product R&D projects. The evaluation system of this paper establishes on the basis of these characteristics. The third chapter, the paper establishes an evaluation index system about product R&D project of electronic information enterprises. This chapter first analyzes the influencing factors about the product R&D on the basis of the literature summary and the actual situation of electronic information enterprises. Then this paper proposes the primary evaluation indexes about the product R&D project in electronic information enterprises. Last a more reasonable index construction determines through making questionnaires and analyzing the statistics. The fourth chapter, the paper proposes a BP neural network model based on L-M method. Specifically, this paper first analyzes the old methods about R&D project evaluation. By comparing and analyzing, this paper selects a method on BP neural network. And then for the shortcomings of BP algorithm, the paper uses L-M method. It shows the BP neural network based on L-M method are better than BP algorithm in speed and accuracy by an example. Then proposes a BP neural network model based on L-M method. The fifth chapter, the paper makes a case study. First the paper evaluates a product R&D project of company A. The result is good. Then the paper analyzes and compares fuzzy comprehensive evaluation method. The sixth chapter, the paper makes a summary and outlook. This chapter mainly summarizes the paper and proposes the problems of the paper. Then the chapter describes further research on the future direction.The main innovation includes that this paper mainly study electronic information enterprises,analyzes R&D characteristics of electronic information enterprises and establishes a more comprehensive evaluation system from a technical, financial, marketing, organizational management, process capability in the investigation of the electronic information enterprises. It also includes that this paper uses BP neural network model based on L-M method, analyzes and compares fuzzy comprehensive evaluation method in an example. It shows that although the two methods are little difference in the results, the fuzzy comprehensive evaluation is more subjective. Neural network is more objective and simple. Also neural network can fully utilize the existing sample data, etc. The evaluation of BP neural network is a good choice for electronic information enterprises that frequently engage in R&D activities.The study has some value in improving the theory about the evaluation of R&D project and in the practical evaluation about R&D project of electronic information enterprises.
