China has become the world's fourth largest manufacturing base. However, theinevitability that the resources are consumed and the wastes are eliminated whilemanufacturing is pursuing economic benefits has a huge contradiction with thenon-renewability of natural resources and the effectiveness of ecological environmentbearing capacity. From the respective of resources, environment and economysustainable development, the growth pattern of traditional manufacturing industryalready cannot satisfy the strategic requirements that we will implement sustainabledevelopment and build a harmonious society. Therefore, the circulating using of wasteis not only confined to what is produced at the end of the supply chain, but also moreand more attention is paid to the effective circulating using of industrial waste causedduring production.Firstly, the related theories are summarized, and a supply chain management modelcalled three supply chains model (TISC) which aims at the industrial waste circulatingusing of small and medium-sized enterprises is firstly proposed based on the theory ofrecycling economy and Interrelated Supply Chain. And then the advantages of theintroduction of third party to the TISC is analyzed.Secondly, when the information is complete , there are three models are establishedrespectively under the different supply chain management modes, the independentdecision-making model of traditional two single supply chains, the dual master-slavemodel of decentralized decision-making and centralized decision-making model ofTISC with supply and demand inconsistent under different product markets. And theadvantages and disadvantages of three kinds of decision-making models arecomparatively analyzed. The results show that when the investment of the wasterefining business satisfies certain scale range, TISC model is feasible; when that arelarger than a certain value, the benefits of TISC is constantly better than that of the othertwo model. And then income-cost sharing contract is improved to coordinate thebenefits distribution among each decision-maker in the TISC system under thecentralized decision-making, which realize the benefits of each party are Paretooptimality. In contrast to the tradition model, the utilization of minus transfer pricesystem also achieves a reasonable benefits distribution of TISC model under theproduction waste circulating using market.Finally, in the view of dynamic system, further in considering the uncertainty of multi-disturbance inputs and multi-production time-delays result from themulti-production processes, the dynamic control model of the TISC system areestablished when the circulating using rate is certain or uncertain respectively. Afterproper conversion, the robust h-infinity control method is applied to gain the idealcontrol strategies, and make sure the TISC system under robust operation. A numericalexample is given to prove the existence of control strategy, and the simulation result ofsimulink shows the feasibility.
