Research On Rural Public Facilities Supply Of Hebei Province

Hebei is a large agricultural province,its economic base relatively backward, and various social undertakings are slow in rural areas, this situation affects the process of urbanization in rural areas of Hebei. Although the global economic crisis is gradually out of the quagmire, and the world economy back on track which is relatively reasonable growth, the road of recovery is not smoothly sailing, the situation is more complex than ever before. These complex factors have also had a negative effect on the Hebei economic development, so authorities at all levels and specialists and scholars focus on how to overcome the negative factors of economic development, thus stimulating economic growth.As an important component of public goods, public facilities are the preconditions for sustainable economic and social growth in China. Public facilities are also playing a significant role in rural economic and social development. Supply of public facilities in rural areas is closely related to the overall development of rural economy and society and building a new socialist countryside. As a province of underdeveloped, less than the total supply of public facilities, and low efficiency in rural areas of China, these factors have become a major barrier for impeding economic development and new rural construction. How to effectively improve the efficiency of the supply of public facilities in rural areas of Hebei Province, and find a suitable supply of rural development, have become problems, which need to be solved urgently.This article starting from the rural infrastructure, rural education, rural health and rural social security, make the study of current supply of public facilities in rural areas, the problems of supply, analyzing the causes of the problem. Then put fixed assets investment in rural areas(exclude extractive industry, manufacturing, construction, wholesale and retail, catering, real estate)as the supply of public facilities investment in rural areas of Hebei, select the data for the year 1999--2009, through Econometric analysis of Eviews, analyze the relationship between supply of public facilities in rural areas of Hebei Province and the GDP of rural areas. Empirical analysis shows that in the short term the supply which is investment of public facilities in rural areas of Hebei increase by 1% will increase GDP of rural areas by 0.307%; in the long term,the supply which is investment of public facilities in rural areas of Hebei increases by 1% will increase GDP of rural areas by 1.338%, so increasing the supply of rural public facilities will sustainable promote the increasing of GDP of rural areas. Therefore, increasing the supply of investment in public facilities of rural areas in Hebei will improve the development of rural economic, have meaning to built a pluralistic and open supply system of public facilities in rural areas, raise the happiness index of farmers.Finally, on the basis of drawing advanced experience lessons from the United States, Japan on the supply of rural public facilities, this paper provides that:( 1 ) Fiscal policy to tilt public facilities in rural areas;(2) Set up decision-making mechanism of the farmers, demand-driven in supply of public facilities in rural areas;(3) Establish and improve monitoring mechanisms and legal safeguards in supply of public facilities in rural areas.
