The Empirical Research On Efficiency Of Provincial Natural Science Fund Based On DEA Method

In order to enhance the ability of regional original innovation, according to the national fund mode, most of provinces and municipalities in our country gradually established its Provincial Natural Science Fund . With the Provincial Natural Science Fund development, increased investment has been put in basic research by local government. The investment's potency, effectiveness and efficiency are becoming the focus of attention in various aspects. In the case of limited funds, performance evaluation of Provincial Natural Science Fund gradually became more and more important. And as the management of the Natural Science Fund increasingly standardized, performance evaluation has become an important part of the Provincial Natural Science Fund management work.Uneven development of Provincial Science Foundation of China, have their own characteristics. How can we get a comprehensive and clear understanding about the efficiency of provincial Natural Science Foundation? This is the key issue. In view of this, this paper firstly described and analyzed the Provincial Natural Science Foundation management, operation mechanism and funding system, and summarized the features of Provincial Natural Science Foundation Management System; Secondly, the author made the comparative study of the investment which put into Provincial Natural Science Foundation in 5 years which from 2007 to 2009, and concluded the characteristics of Provincial Natural Science Foundation of China's investment. Through the questionnaire survey, and finally selected 16 provinces (regions) Natural Science Foundation as the research samples. Considering the actual situation of the Provincial Natural Science Foundation, the author attempt to build up evaluation index system from three aspects, which scientific achievements of Provincial Natural Science Foundation take effect in increasing the stock of regional knowledge, enhancing the ability of regional original innovation, training local high-quality talents. This paper analyzes the relatively efficiency evaluation of 16 Province's Natural Science Foundation based on CCR and BCC models of DEA method.Through the analysis in this dissertation, the comparative performance level of the 16 Provincial Natural Science Fund have been generated. In the results,10 Provincial Natural Science Fund input & output efficiency has achieved optimal allocation, another 6 areas of Natural Science Fund are thought to be the valid DMUs. Through the analysis of 6 Provincial Natural Science Fund with poor performance, found that the reasons which caused DMUs ineffective is that under the current investment scale unchanged there is a serious shortage of science and technology outputs, or keeping the current outputs scale unchanged, there exists a excessive redundancy of inputs. This paper analyzed the Non-DEA Provincial Natural Science Fund by an projection analysis one by one, and found that the improve the rate of output indicators is much larger than input indicators. Results shows that the main reason which caused provincial natural science fund DEA invalid is existing serious shortage of science and technology output. At last, this paper puts forward the corresponding countermeasures.
