The domestic scholars have launched an extensive research of environmental regulatory policies. Particularly, in recent years, Chinese paper industry has developed rapidly, but the paper industry has a lot of small businesses, and these small businesses are very scattered. This situation makes the environment pollution seriously. Therefore, the research of environmental regulatory policy of the paper industry attracts more and more attention.This paper draws on the research tools and methods of other relevant research, and bases on the reading of relevant literatures. It majors on the regulate-research, and combines with the comparative research approach. It gives symmetric research of the environment monitoring policy of the Chinese paper industry. This paper gives a research of the Chinese paper industry status, and analysis the types, characteristics, effects of environmental regulatory policy. Based on this, it gives the analysis of policy problems and proposed recommendations to improve. The features of the Chinese paper industry environmental regulatory policies is that the government command plays the important role, and the market-based incentives control policies and informal supervisory policies also play a role. Especially in the last few years, the use of the last two policies is gradually strengthened. However, there are many loopholes and shortcomings in the environmental regulatory policy of Chinese paper industry. In addition to the command and control policy are too strong, there are also many deficiencies in the process of the policy formulation and implementation, and the functions of government does not completely fulfilled. All of these are needed to be further strengthened.So the future of the formulation and implementation of the paper industry environmental regulatory policy should draw on the successful experiences of Western countries, and combine the actual situation of China, to perfect the policies from both government agency and the paper industry. For the government agency, regulatory policy should pay attention to improve the regulatory system and the relevant laws and regulations, increase the supervision of security, enhance regulatory capacity and increase the punishment of regulatory policy to improve the efficiency of environmental regulation of the paper industry. For the paper industry, regulatory policy should continue to encourage industrial restructuring and technological innovation, at the same time the raw materials policy of the paper industry should continue to accelerate implement the policy of FPI, and improve the waste paper recycling policy to raise the overall level of China's paper industry.
