Research On The Mode Of PPP Mechanism In Environmental Protection Industry And Regulation Policy In China

The National People's Congress and the Chinese People's Political Consultative Conference was held in 2017.The government report,which mentioned the word of green development blue sky battle and controlling the pollution of the water and soil repeatedly.It shows that the importance of environmental protection in China.Meanwhile,our country is entering the new stage of development in economics.In the whole society,to achieve sustainable economic development,which requires the standards of environmental protection higher and higher.From the current situation,the operation of China's environmental protection industry PPP mode is a feasible solution to the construction of ecological civilization and the governance of environmental pollution.Environmental protection industry the PPP mode to the government and private sector cooperation,not only solve the government financial pressure,but also makes the social capital into public services,arouse the enthusiasm of the social capital to participate in,but also promote the further development of environmental protection industry in China.In this paper,it analyzes the operation mechanism and related regulation policies of the PPP mode of China's environmental protection industry based on the relevant knowledge of industrial economics,institutional economics and regulatory economics.This paper the problem through six parts: the first part is the introduction;The second part is the theoretical basis;The third part is about the present situation of the use of environmental protection industry in our country the PPP mode is analyzed,through the analysis about the present situation of the development of environmental protection industry in our country PPP mode,and the environmental protection industry in our country the PPP mode analysis of typical cases,and conclude that exist in the development of key issues;The fourth part introduces and draws on the international successful experience,referring to the advanced experience of countries such as Ireland,Britain and Australia,and then draws conclusions and inspirations.The fifth part is to use the game theory model to analyze the mechanism of the PPP mode of environmental protection industry,so as to reach the conclusion relative to it;The sixth part is the regulation policy,which proposes the corresponding regulation policy for the application of the PPP mode of China's environmental protection industry,and the regulation is made from the three aspects of means,supervision means and incentive means.
