Nowadays the property hotel research mainly concentrates in the exploring the property hotel concept, classification, the development model, comparative advantages, development strategy, and so on. In recent years, with all parts of the country setting off the hotel property investment boom, some local property hotel market showed confusion, delay, unhealthy situation, development issues have been emergency gradually.But the academic research in this area is still staying in qualitative description and proposed countermeasures, lacking of practice guidance for its health, sustainable development.Property hotel investment environment study is analyzing a regional property hotel investment environment, providing a scientific decision-making process for investing property hotel before the important preparatory work. This paper starts from constructing the property hotel investment environment evaluation index system and discusses Changsha City property hotel investment environment and evaluation of issues.The contents of this study include:(1) Related theoretical basis of Property hotel investment environment evaluation. (2) Development process and characteristics of Property hotel, the affecting factors of Property hotel investment environment and meaning of evaluation. (3) the functional role of Property hotel investment environment evaluation indicators, construction of the Evaluation indicators System and Evaluation Model. The system is divided into four layers:object,criteria, factors and indicators layer, including the comprehensive object of property hotel investment environment evaluation, four criteria of administrative, economic, natural and social environment, administrative, nine factors of macroeconomic development, consume power, financial, urban tourism development, urban environment, population, consumers' buy will and professional agencies'participation and 35 specific indicators. Evaluation model identified indicators evaluation and quantified standards, the grading standards of overall property hotel investment environment evaluation. (4) Property hotel in Changsha investment environment evaluation. Evaluation results show that the overall level of property hotel in Changsha investment environment is not high, urging to optimize the investment environment. Based on the evaluation results,making recommendations to improve property hotel in Changsha investment environment:to improve the basic investment environment, to increase the intensity of legislation,to strengthen industry management, to develope the urban tourism, to improve consumption and rational investment tendencies.This research is beneficial for enterprises to improve scientific decision-making level of project investment, to promote the sustained and healthy development of property hotel; it is conducive to the development of related industries and to rich the study contents on property hotel by exploring the theoretical foundation and methods of property hotel investment environment evaluation.
