| Le'an county, located in the middle of Jiangxi province, is a national poverty county in China and has no resource advantages or geographical advantages in developing the agricultural economy. Since 1989, the introduction of flue-cured tobacco cultivation, a high value-added agriculture industry, increased peasant's income steadily and strengthened local finance. This paper described the situation of Le'an county, reviewed the history and recent developments of tobacco production, identify the factors impacting and even impeding the development of flue-cured tobacco production. Based on the in-depth analysis of the natural economy and technology in Flue-cured tobacco production in Le'an county, the author proposes ten countermeasures as fellows:1. Protecting enthusiasm of tobacco grower; 2. Exploring and innovating the new form of tobacco grower organization; 3. Exploring the method land transfer; 4. Development of labor-saving cultivation method of tobacco; 5. Rice- straw returning to the field and application of lime to improve soil quality; 6. Integrated control of pests and diseases; 7.
