The deepening of the Reform and Opening Up as well as Socialist Modernization, especially the continuous development Industrialization, urbanization, informatization, marketization, and internationalization, have brought up new challenges to China's Industrial and Commercial Administration, accordingly, requiring the Industrial and Commercial Administration Department to improve management philosophy and renovate management model to meet the new needs of the rapidly changing economic situations.The on going Reform and Opening Up has provided the economy market a great opportunity to flourish, and gradually consummate the socialist market economic system. The accession to the World Trade Organization (WTO), in particular, has made China's economy further integrated with the world economy, broadened the market scope and deepened the market hierarchy. Thus, significant changes have taken place regarding the management objectives, supervised entities, and monitored areas of the Industrial and Commercial Administration. The function orientation of the Industrial and Commercial Administration Department is increasingly falling into three aspects:Micro-Control, market supervision, and administrative law enforcement.This article focused on the external economic environment and internal construction of the Industrial and Commercial Administration in the new era of building the Socialist Harmonious Society, including furthering structural reform, consummating management functions, effectively exerting functions.Under the principle of the new Public Administration Theory, it fully analyzed the renovation of Zhuangqiu Industrial and Commercial Administration System and came up with recommendations regarding legal, institutional, regulatory approaches and other aspects to reinforce the reform of Industrial and Commercial Administration System.Structurally, this article is comprised with the following components:First, the paper expatiated on the background and significance of the selected topic as well as current research of both domestic and international. Accordingly, it pointed out that in order to make timely and appropriate reforms, China's Industrial and Commercial Administration System still needs to draw on the successful market regulatory experience from foreign countries. Second, based on the historical evolution of China's local Industrial and Commercial Administration from a planned economy to a market economy, the paper summed up the main issues and causes of China's current local Industrial and Commercial Administration reform and then further elaborated the major achievements from both home and abroad, regarding the new Public Administration theory and practice, and last proposed the feasibility to analyze China's Industrial and Commercial Administration Reform from the New Public Administration's perspective.Further more, from the New Public Administration's perspective, a case study regarding the practice of Shandong Zhangqiu Industrial and Commercial Administration reform was conducted, setting forth an in-depth analysis, specific to the issues that still remain in the current Industrial and Commercial Administration System.Last, in combination of the New Public Administration Theory and the practice of Shandong Zhangqiu Industrial and Commercial Administration, this research proposed recommendations upon the further reform of China's Industrial and Commercial Administration, from legal, institutional mechanisms, and regulatory methods.This paper attempted to systematically utilize the New Public Administration to solve the problems in the local Industrial and Commercial Administration reform.
