| Government procurement belongs to one of the category of public expenditure management. Policy of government procurement, as the important policy for national budget, has been widely applied in developed countries. Since the benefits of the procurement are much greater than those of other public expenditures, government procurement has been related to macro-regulation of national economics and its progresses are based on the premise of making government transparent and fair. With the development of global economics, policy of government procurement has become the most important content in the trade negotiations between regions in China or China and other countries, especially after China's entry to the World Trade Organization (WTO). China has promised other member states of WTO to open the domestic market of government procurement no later than 2020. Therefore, the objective of the current study is to improve the system of Chinese government procurement to be compatible with internationally accepted practices and confirmed to the actual conditions of our country.There have been numerous studies on the policies of government procurement in China; however most of the researches only focus on policy commitments. In current study, the impediments to the implementation of government procurement in the process of economic globalization will be mainly explored. The results also clearly indicate the influencing factors for the development of Chinese government procurement and the necessities of strengthening the implementation of government procurement. To further explore the thinking and counter measures of the development of government procurement, we also discuss about the improvement of the framework of laws, amplification of the juristic system, involvement of supporting reforms and enhancement of implementation efficiencies.Finally, the idea implication mode and mechanisms of government procurement were theoretically constructed for our country. |
