With the global development of economy, enterprises are facing new challenges and the barriers of time and distance are becoming disappearing with the development of communication and transport infrastructure. Today, an enterprise can't come up with a new product without considering the global requirements. Especially, some high-tech enterprises customers are distributed all over the world. As there are competitors all around the world, the reaction time of enterprises and product life cycles is getting shorter and shorter. That means, time is getting more critical than costs, and knowledge is getting more and more critical than low-cost labor and natural resources. Since there is a shift based on knowledge in world economy, the prosperity of a region is not necessarily connected to its geographic context, but to its position in the world economy. Therefore, under modern economic conditions,High-tech Virtual Industrial Cluster which is a new mode of virtual organization based on high-tech plays an unneglectable role.Recently, the study is mostly concentrated on the theoretic and empirical research of Industrial Cluster and High-tech Industrial Cluster, and the study on the theorys of Virtual Industrial Cluster is still at an early stage. At the same time, some scholars inquire into virtualization operating mode of High-tech Industrial Cluster preliminarily, but the study on HTVIC is few, and the research on the operation running mechanism of HTVIC as well as access and exit mechanism is even rarer. This dissertation will provide a theoretical basis and reference for management practices of HTVIC.This dissertation combines the characteristics of HTVIC, according to analyzing the process of HTVIC members' access and exit, designing evaluation criteria of access and exit of HTVIC, summarizing the cause of HTVIC members' access and exit and corresponding countermeasures of HTVIC, and developing the information system for access and exit of HTVIC, the access and exit mechanism combined with characteristics of HTVIC is established. At last, this dissertation confirms that the access and exit mechanism of HTVIC is validated by empirical research. As a result, this thesis can supply the scientific theories and operational methods in selecting and enhancing cooperation of HTVIC members which will strengthen the management capability of members' access and exit and ensure that HTVIC runs effectively and orderly.
