| High-tech industry is showing a vigor since it appeared and enjoys the reputation of "sunrise industry". The high-tech and its industry is developing at a rapid speed particularly since the 1980s, on which basis, the breeding, emerging and developing information economy and knowledge economy has brought profound changes to the world. At present, high-tech industry has become the significant indicator of evaluating comprehensive national power, economic competitiveness and science and technological strength of a country. It has not only become the leading industry, key industry or pillar industry in developed country, but also a shortcut to boost economy in developing country.As the location of the Three Groges Porject, Yichang has attracted the worldwide attention. Yichang is the second largest city in Hubei Province under which it is being supported and also a tourist spot as the world's water and electricity city. It comprises of 5 districts,3 cities and 5 counties with a total area of 21,000 square kilometers and a population of 4.15 million. Nowadays, the innovative city construction is in the ascendant, and the development of its economy and society is booming with such a high rate. In 2009, the GDP of Yichang has reached 127.233 billion yuan, with an increase of 15.1%, and the major economic indicator is in the forefront in the province, and the city's comprehensive strength has become one of the hundred cities in the ranks. Yichang has won the Excellent Tourism City of China, National Sanitary City, National Garden City, National Environmental Protection Model City, National Science and Technology Advanced City and other honor. The city has become the pilot of national technological innovation, national IPR model city and the national patent industrialization (Yichang hydroelectric) pilot base.In 21th century, scientific and technical innovation and high-tech industry will become the dominant force in the economy and the society. Therefore, we have to recognize that enhancing innovation, developing high-tech industry and sparing no efforts on implementing strategies of developing the country through science and education is the key point to revitalizing the economy of Yichang from a strategic perspective. Besides introduction, the framework of this article consists of three part,The first part explains developing high-tech industry scientifically and the basic theory of government behavior. It specifically explains the concept of scientific development, high technology, high-tech enterprises, high-tech industry, the basic theory of government behavior. It points out the main features of high-tech industry and explores the application of scientific development concept in government behavior.The second part analyzes the problems which exist in Yichang local government supporting high-tech industry. Based on the present situation of Yichang's scientific development, it analyzes the problems existing in the high-tech industry, and points out that the city having no state high-tech zone is the bottleneck problem.The third part focuses on how to optimize local government behavior in the development of high-tech industries, which based on the scientific concept of development, and discussed from Yichang's actively creating the National Hi-Tech Industrial Development Zone and a breakthrough high-tech industry.The innovation of this paper lies in that based on the domestic and foreign existing research and the second economic census data development research, combining with the manpower of Yichang and the advantage of material resources, it analyses the problems that exist in the development of the high-tech industrial situation in Yichang, and it points out that having no state high-tech zone is the high-tech industry development bottleneck, and guided by the scientific development concept, discussed from how to actively create national hi-tech industry development zone and breakthrough development of high-tech industry to optimize local government behavior.The paper analyses not only from the theory of scientific development, but also from Yichang's reality to search the problem solution.
