Some Management Issues Of Golden Quality Project In Gansu Province

Golden Quality Project is one of the twelve key application systems of the the national e-government construction. According to the development reality of quality supervision system in our provice, Gansu Quality and Technology Supervision Bureau fully cooperated with the General Administration of Quality Supervision, Inspection and Quarantine Bureau and had completed the first phase of Golden Quality Project.Compared to other information technology projects that I had previously participated, Golden Quality Project has some features that can be summarized as follows:firstly, it is a systematic project having big investment, involving a wide range and needing long time to complete. Secondly, it has the characteristics of public projects and noncommercial purposes. Finally, the system goals is difficult to quantify and refine, and the project benefits is difficult to evaluate.Affter Gansu Quality and Technology Supervision Bureau establishing the information centers, It has hosted and participated in a number of information technology projects. In particular, it has discovered some problems in implementation and management of the first phase of Golden Quality Project. There are some examples as follows:information organizational structure always troubles provincial bureau departments of decision-making and management. Moreover, how to set up training and management system of informationize staffs and how to evaluate the effects of informationize organization and management. These issues are representative and widespread in "Golden Quality Project" process of every province across the country. Through designing the initial project of the first phase of Gansu "Golden Quality Project" and analysing and studying its organization management issues in the implementation phase, some organization and management strategies and approaches of Gansu Golden Quality Project were proposed based on empirical analysis. It not only has significance for the further development of informationize work of Gansu Quality Supervisionthe Bureau but also provides new ideas for organization and management of informationize technology projects of quality supervision system in other provinces.
