The Research Of Fishery Industry Security Evaluation Based On Principal Components Analysis And Industry Protection In China

China's economy has been facing the fierce competition of economic globalization since China joined WTO. Economic globalization has brought huge opportunity for China's industry, at the same time, serious challenge has also been brought, which is adverse to China's industry security. Although the scale of import and export is increasing in recent years, the international competitiveness of our country's aquatic product is not high, the ratio of dependence on export is increasing, we don't pay enough attention to our country's fishery industry security or take effective measures to protect fishery industry according to international rules. Under this background, systematic study on China's fishery industry security evaluation and industry protection becomes an important project which has practical meaning.This paper takes our country's fishery industry as the object of research, it is mainly made up of three sections. The first section evaluates our country's fishery industry security, the second section analyzes the problem of fishery industry protection, the third part puts forward some measures to protect our country's fishery industry and maintain industry security.In the section of industry security evaluation, first of all, the industry security evaluation model and the index system of our country's fishery industry security evaluation are established, the paper evaluates every index respectively. Secondly, it chooses three typical indexes of fishery industry, which are the trade specialization coefficient of fishery, the ratio of dependence on export and the proportion of foreign investment to the fishery fixed assets investment, then coverts them into relative indexes by a mapping formula, standardizing the indexes. Later, the paper proceeds with an empirical analysis by principal components analysis to calculate the weight of each index. Thirdly, the paper calculates the degree of the fishery comprehensive industry security using the industry security evaluation model, and analyzes the change of the degree of the fishery industry security from 1998 to 2008. We come to a conclusion that the fishery industry is safe, but the security level presents a downward tendency since China's WTO accession.In the section of industry protection, first of all, the paper explains some theories of industry protection, analyzes the choice standard of protected industry, and compares the effect between trade protection and policy protection. Secondly, the paper analyzes the problems during our country's fishery industry protection. Thirdly, by referring to some countries'practical experience of industry protection, the countermeasures are proposed to protect our country's fishery industry and maintain industry security with the consideration of the indexes.In the section of countermeasures, the paper proposes measures from the microcosmic view, middle view and macrocosmic view. From the view of microcosmic, we should keep on promoting the international competitiveness of China's aquatic product. Increase technology content in fishery to develop technology fishery; optimize fishery structure to foster new international competitiveness; enlarge the demand in domestic market to reduce the ratio of dependence on export. From the view of middle, we should make the best use of intermediate association. Make full use of its function of organization and coordination; make full use of its function in industry security precaution. From the view of macrocosmic, the government should take measures to protect fishery industry security. Practice right tariff; increase fishery subsidies and adjust the direction of fishery subsidies; diversify domestic channel to raise funds and optimize the scale and structure of overseas investment; establish industry security precaution mechanism to avoid industry risks; set up institute and mechanism to carry out the investigation of countervailing and anti-dumping; establish and improve national laws and regulations on fishery countervailing and anti-dumping to deal with the survey of countervailing and anti-dumping actively.
