Technological innovation has become the primary means of business competition in the world, the rapid expansion of the technological innovation network promotes competition among enterprises develop from the "single business competition"to "supply chains competition", and upgrade to the enterprise's survival "technology innovation ecosystem competition". Therefore, joining in the technology innovation ecosytem, using the system's mechanism of complementary advantages and collaborative coexistence to enhance the technology innovation capability become the fundamental driving force for enterprises to survive and develop. However, the majority of our enterprises' technological innovation capability is not only weak, but also lack the awareness and capacity to creat the technology innovation ecosystem, and therefore to study the technology innovation ecosystem's formation mechanism and operating mechanism, to propose suggestions for the development of the technology innovation ecosystem is not only full of theoretical value, but also full of realistic significance.The technological innovation ecosystem is constructed according to the system theory. Basic on this, the technological innovation ecosystem's formation principle is discussed from three aspects of the internal dynamic, external impulse and the determinant, also the affect to the system's formation by the self-organization, competition and the environment choosing process is analyzed. Meanwhile, the formation process of the technological innovation ecosystem is divided into three stages and to be discussed. According to the technology innovation ecosystem's operation process, the technological innovation ecosystem's operating mechanism is discussed from three aspects of the cooperation and innovation mechanism, the distribution of benefits mechanism and the performance evaluation mechanism. Basic on the theory research, the JDJ company's technology innovation ecosystem's elements relationship and operational process are analyzed, the result matches the theory above. Combining the technology innovation ecosystem's operating mechanisms with JDJ company's technology innovation ecosystem's case, suggestions to promote the technological innovation ecosystem's development are proposed from the angle of government and enterprises. For the government, it should creat healthy external environment of the system, encourage science and technology intermediary organizations and financial institutions to join in the technology innovation ecosystem; For the enterprises, all of them should adapt themselves to the environment and utilize the environment, and the core companies and periphery companies should take specific measures to promote the technology innovation ecosystem.
