Nowadays, as the issue of climate change gradually becomes an important international political issue, the energy problem which bears close relations with climate change continues to draw attention from international community. During several conferences on climate change, countries have reached a consensus on energy saving and emission reduction, but obstacles on economic and technical levels are still difficult to break through. With the falling of American financial crisis, U.S. President Obama proposes an energetic development of new energy industry and gives it a full support through policy, capital and technology. It is in accordance with the momentum of the development of international climate and energy. Concerning its extensive influence on world politics, economy and even every aspect of society, the new energy industry have great potential for researching.The paper analyses the position and role of climate and energy issues in the world politics. In 1987, the United Nations has launched an international conference to comprehensively discuss the climate change issues, and issued a statement urging developed countries to take positive actions to reduce greenhouse gas emissions. During the past 20 years or more, political influence of climate change issues has been rising, which has formed a new element having a say in the momentum of politics. Besides, the energy issue itself is a permanent international political topic. It has close relations with national security, national comprehensive strength and the world stability. The solution of climate issue will inevitably involve the reformation of energy structure and the improvement of energy efficiency, which will obviously poses impact on traditional energy. Together with President Obama's announcement of an energetic development of new energy industry, the game between traditional energy and the new one also begins. It is of great importance to balance the interests of all parties in order to meet the trend of international climate.The thesis summarizes background and content of the new energy policy proposed by Obama administration with accurate data and comprehensive analysis. There might be some innovative points in the analysis of the efficient evaluation of the new energy policy from strategic and theoretical aspects. So in this process, every country would enrich their new material market through various channels. The rise of new raw materials will inevitablely lead to the decline of traditional petrochemical materials. The international political and economic status of traditional fossil-fuel-output countries'may also be affected. There will be no obvious influence in the developing stage of the new energy industry, but with its rapid development, we can predict that there might be impacts on the stability of geopolitics at a certain time. If countries don't comply with the new energy development trend or take effective adjustment on domestic economic policy, those that lose may cause unrests of international structure. New energy industry has perspective demands on the strategic level of national decision-making, which requires the nation to do strategic deployment in advance and gain the initiative.As for economic efficiency, the paper mainly discusses new energy industry's influence on U.S. economic competitiveness, manufacturing industry adjustment, upgrade technology and linkage of various production departments. As the only superpower in the world, American's economy development affects the world. The new energy industry has revolutionary impact on American economy. If the US accomplishes its established goal in such aspects as industrial structure and technical development, this revolutionary transformation will inevitably have great influence on world economy and politics. At the moment, researchers hold that new energy revolution will be the next world science and technology revolution. This argument is of great researching value, but due to the needs for professional demonstration in other disciplines besides international politics, the author don't search deep in this point leaving vast research space.Upon the impact of US's new energy policy on China, the thesis also comprehensively analyzes it from political and economic aspects. It has innovative ideas for the reason why the US choose"environmental protection"brand. The essay analyzes from its essence on the material, global and irresistible levels. The US has strong political intentions and economic purposes to impose pressure on China in the environmental protection field. As for economic interests, if new energy industry of the United States enters into the Chinese market, it will not only drive the American domestic manufacturing and provide more jobs, but also lead to economic cooperation as a result of political game. At the same time, as America is very prudent to transfer technology to China, it has reservation in some leading core technology.As to the measures taken by China, first, China should formulate national energy plan from strategic level which is in consistent with its national conditions. As the world's largest carbon-emissions country, China experiences great pressure on reduction. Meanwhile, China's economy has enjoyed a high-speed development for decades. The international community is reluctant to assume China as a developing country, and unwilling to let China take the same reduction responsibility as other developing countries. But from the perspective of China's national conditions, its economic development is accompanied by high pollution and high consumption and natural environment is seriously destroyed. While strive for the right to have a say in the world, it is imperative for China to take economic structure adjustment and upgrade industries domestically.Meanwhile, China should strengthen the cooperation with the European Union and Japan in the new energy field. China, EU and Japan are mutually complementary in technology and market; they have good foundation for environmental cooperation and strong intention to cooperate without much political interference. In addition, Chinese government and enterprises should be prepared to meet the transformation of new energy industry. As new energy industry interferes deeply and broadly, the improvement of industrial system will be accompanied by a series of economic and social problems. The government should be far-sighted and strengthen transparency in decision-making. Meanwhile, the Technological upgrading of enterprises is a process of the survival of the fittest, which might be painful and cruel, but we should get fully prepared and meet the challenge. China should pay more attention to domestic protection on the upper reaches of rare resources and strive for greater voice in the world.
