| In consequence with the rapid development of science information globalization and economic integration, the international science and technology cooperation is becoming one of the important ways for developed countries and areas to boost regional economies. In recent years, to open-door to the outside world and boost Northeast Asia, Jilin Province has established the models of the international science and technology cooperation in Changchun-Jilin-Tumen pilot area initially. Jilin Province intends to take advantage of regional areas and enhance the development of economy by promoting the international science and technology cooperation.Qualitative analysis is dominant in the thesis, quantitative analysis is taken advantage of for supplementary. Integrating theory with practice, based on objective law of science development, the thesis analysis each content of the project in terms of industry development, cooperation organization theory and system development. Meanwhile, combing practice and research, investigating deeply into relative area of the dominant industry in Changchun-Jilin-Tumen pilot area, the thesis also analysis dominant industry in terms of technology development, science requirement and so on, and gives the solution for developing dominant industry, considering both scientificity and practicability. Furthermore, according to the typical gathered data, the thesis makes use of logical statistical analysis, explores the current conditions and problems, predicts the scientific requirement of dominant industry, in order to provide Changchun-Jilin-Tumen pilot area with quantitative support to improve the development level of dominant industry.The thesis focus on The strategy models of the international science and technology cooperation in Changchun-Jilin-Tumen pilot area', based on regional economic theory, industries related theory and knowledge union theory, mainly discusses current conditions of the international science and technology cooperation in Changchun-Jilin-Tumen pilot area in three aspects: science, resource and industry, finds the drawbacks and breakthrough points what are affecting the cooperation. By analyzing the strategy models of the international science and technology cooperation in developed countries and areas, the thesis also discusses the strategy models of international science and technology cooperation in Guangdong Province, Shenzhen, Shanghai and Beijing.By deeply analyzing of the basic conditions and environment, the thesis finds that there occurs many problems in the international science and technology cooperation in Changchun-Jilin-Tumen pilot area, such as scientific and technological innovation system is incomplete, the subject of scientific and technological innovation is incomplex, enterprises are short of the self-renovation capability, public shared science resources platform and information communication services platform are insufficient, the transformation rate of science technology achievements is low, the amount of cooperation professionals are not enough. To solve these problems mentioned above, according to the plan of development goals, strategy point, main task of Changchun-Jilin-Tumen pilot area described in《The strategy of China Tumen river development program for regional cooperation》, the author proposes appropriate strategy models of the international science and technology cooperation in Changchun-Jilin-Tumen pilot area in different aspects:the international technical cooperation model of government supporting, the cooperation model of scientific industry area, the scientific and technological innovation cooperation model of production-stduy-analysis, the scientific cooperation model of international theme and so on. Suggestions and countermeasures what benefit the development of this area are proposed base on current conditions. |
