Research On The Administration Mode Of Chinese Development Zone

Since the beginning of the opening and reform policy, the central and local government had authorized many Development Zones which different from in types,levels and modes .From the process in a longitudinal perspective, We has undergone four stages: simulating the Special Zone ,totally construction, rectifications and steady development. However, Our country has not yet made a directly stipulation in the Administrative management system of the development zone .The different zones depended on their own situation to make a different practical effective management system which based on the Experience of the Foreign free Trade Zone,Export Processing Zone,Industrial Integrated Zone and our Special Economic Zone. In our modern times, There are several administrative modes: Quasi-governmental management committee, administrative divisions, Zone administration committee and administrative management syncretic , enterprise as a legal person and special management system. In a sense of something , the ahead of the three modes are contributed to a Government--leading; the last two modes are the Enterprise---leading; but the SuZhou Industrial zone and the other zones are contributed to the government and enterprise confused mode.The Foreign Development Zone were created and constructed earlier,In the agricultural times, there had been the primitive forms. Free Port and Free Trade Zone were the major forms. By the Economy freedom affected ,these forms were lasted to the medieval of the 20th .After the Second World War, The major Capitalism countries were the"endogenous created"economic zone which based on their own enterprises'kernel technology .but the new developing capitalism countries were the exogenous type. The administrative mode of the foreign made the zone itself in a proper position,.It had reduced the directly interfere matter to the enterprises. The division of the government and enterprise made the management institution emphasized their center on the surrounded environmental construction. this further strengthened the enterprise's subjective and innovative status. In the process of the management ,the management institution made the procedure and institutional system much more transparent.The medium long planning orientation of our economic zone are the"three basics, two struggle and one impetus", the special system of the development zone broke away the restriction of the planning regulation and ideology, the established"small government and big society"idea ,the concise, effective operating system had a big advantage. Along with the developing and the function changed, the function of the management committee presented the pluralistic characteristics. They have been changed from the Quasi Government to the Administrative management system. the lack of the government and related sectors, the immature third sector ,the committee had to undertake too much social management and service function. With the"Path dependence"inertia effect, the zone gradually transformed to the traditional system. Thus,make clear the duty and limitation, strengthen the service function, authorized the innovative rights are a best way to create a Chinese characteristic development zone mode.ZhengZhou Economic Development Zone is one of the National Economic Zones of HeNan province. It's the window and kernel zone in ZhengZhou city. It's a zone where the foreign enterprises, industrial enterprises and Export Process enterprises integrated. The Management Committee has formed a pattern of"small government ,big society; small office ,big service". The third sector has also established to substitute the government several affairs. The reform of the enterprise and security system also made a all around impetus, some public affairs also being used the manners of tendering and governmental purchasing. Through imported the concept of the western advanced countries: one ----stop service, public affairs open ,on—line working, on—line service, reducing the authorized program and impeting the service promised. All of these are supported the shortages of the location where the inner center provinces faced and the overseas relatives lacking .these have made a steady accumulation for the Center Plain Economic Zone and the Central Area Rising.
