Research On Company Y Enterprise-wide Risk Management System Framework

Nowadays with the rapid change of market environment, the inside and outside unsure factors that enterprises are facing is becoming more and more, which put new challenges on the awareness of enterprises to improve the capabilities of risk prevention. In 2006 the SASAC published the Guidance about central enterprise's wide risk management, which forms risk management and whole prevention long-effect mechanism, and can prevent enterprises from mass loss, and it is meaningful to improve enterprise's legal and scientific management abilities.Based on COSO interior control frame and combined with domestic policies and regulations, this paper apply the way combined theory and practice, and analyze theoretically the connotation and characteristic of State-owned enterprise and correlation theory of risk management and the meaning and characteristics and process of state-owned wide risk management; From theoretically the inside control system build and running analysis of company Y to construct it's wide risk management, focused on not only the risk research of state-owned enterprise but also the practice research of company Y, this paper insists on the principle combined system with emphases, furthermore integrates tightly theory with practice. Through several years'construction and operation, company Y has built well inner control foundation, and three factors of present internal control system including of the control environment, information and communication, supervision are consistent with wide risk management, thus his study only do partly complement and perfect and needn't construct repeatedly. So the emphases of wide risk management construction should be put on both control activities and risk evaluation. According to urgent first slow last ease first difficult last, first simple complicated last, the means and process of construction are as followed:firstly the operation flow should be combed entirely, and the working interface of various department and various operation should be cleared, and various working responsibilities should be settled; Based on those foundation, the existing various risks should be evaluated and risk databases are formed; Then aiming at the measures of control risks, rules and regulations should be revised; Lastly risk management executing files incorporating with inner control are formed.Based on those discuss, the paper wholly clarify the factors and scope of enterprise-wide risk management system and form construction standard and meaning system of oil field company's enterprise-wide risk management system, then build enterprise-wide risk management system frame which can cover various aspects including of production and management of oil field company and is perfect and running performance, and which can satisfy the stratagem and management and report and qualification aim of company, through effective execution, in order to manage normatively and prevent risk, the study can assure oil field company develop quickly and well.
