Study On Coal Industry Cluster Mode By Ecology And Knowledge Perspective

Industry cluster is an important phenomenon of modern industry spatial distribution. The development of modern industrial system and improvement of industry's core competitiveness of the strategic thinking have been put forward in the 12th Five-Year program on National Economic and Social Development, it provides a broader platform for the practice. In the process of industrialization and urbanization, coal industry and coal-rich region faces to the dual pressures of ensuring s table energy supply and low-carbon development, the traditional "high-carbon" development may cause plenty of issues, such as the increasingly serious environmental degradation, resource depletion and etc, this model has been unable to adapt to the times of knowledge economy and low-carbon economy. Take full use of the advanced achievements and technology advantages in the knowledge economy times, nurture and develop the coal industry clusters, on the one hand, it can develop advantages of coal resources, realize large-scale and high-efficiency working, and change resource advantages into economic advantages; on the other hand, it is the pushing hand of realize the main functional areas. Promoting the development of coal industry clusters becomes the major practical problems of the enhancing coal industry's and coal-rich region's the core competitiveness.The article bases on industry cluster theory, industrial ecology theory, knowledge economic theory, sustainable development theory, as 12th Five-Year program and long-term plan for guiding ideology, as well as the coal industry development issues, the author proposes the new concepts and ideas of building ecology-based and knowledge-based coal industry cluster. Main ideas and content of the paper are:①systematically discusses the prevalence problems of non-ecological, non- knowledge and non-sustainability in coal industry, and analyses the typical problems and reasons from policy, economic, technological and cultural;②bases on the coal industry and the biological communities characteristics, defines the concept and meaning of coal industrial cluster from the ecology view, believes it exists four basic characteristics:diversity, systematicness, low-carbon, sustainability;③From the science system perspective, imitates the structural relationships of biological populations, determines that the ecology-based and knowledge-based coal industry cluster is an organic unity, which is composed of the core systems of coal-based industry cluster and the support systems of non-coal-based industry cluster.
