The Research On Evaluation And Countermeasures Of "three-dimensional Goal" In Shandong Province

Throughout the trajectory of human development, there are roughly three development view, namely, economic development view, social development view and the sustainable development view. On the background of sustainable development, regional development has changed from the "one-dimensional goal " to "three-dimensional goal including the economic, social and environmental development. The regional development path under the " three-dimensional goal " is different from that under the "one-dimensional goal" or "two-dimensional goal ". The regional development under " three-dimensional goal " is sustainable. Shandong Province has experienced the rapid development of regional economy since the reform and opening policy. Influenced by the regional developmen factors together, regional development trajectory experienced the changes from regional economic growth to regional economic development and then the sustainable development. This article focuses on analyzing the results and biases in the development of Shandong Province, on the state of " three-dimensional goal " and the comprehensive evaluation and the countermeasures, and in-depth analyzes the reasons of results and biases since the reform and opening policy through the course of development. Propose ways and strategy for the regional development in Shandong Province to promote sustainable development in theory and practice. This paper is divided into six parts:The first part is introduction. The introduction describes the background, significance, research status, research framework of the " three-dimensional goal" assessment and countermeasure, and generally discusses the research overall.The second part is the content and theoretical support to the " three-dimensional goal". The "three-dimensional goal " refers to the joint development of economic, social and ecology environment. The theoretical supports of "three-dimensional goal" are mainly regional sustainable development theory and the scientific concept of development, ecological and economic theory, system theory and coordination and so on.The third part is the dynamic evolution and state analysis of "three-dimensional goal ". Development of Shandong Province can be divided into four stages: full recovery stage, the issue highlights stage, a comprehensive adjustment stage and the stable development stage. The economic development state can be analyzed from the aspects of economic scale, economic development, industrial structure and regional pattern.The social development state can be analyzed from the aspects of urbanization, living standards, urban-rural gap. The ecology environment state can be analyzed by the emissions of pollutants, energy efficiency, energy using structure, ecological province consructing, environment protection policies and so on.The fourth part is the the quantitative evaluation of "three-dimensional goal ". According to the principle of index system, establish a "three-dimensional goal" index system and then calculate the objective development index and integration index in"three-dimensional goal" , analyzes " three-dimensional goal " changes and its underlying causes from the time series. Discuss the spatial difference and the underlying reasons of"three-dimensional goal ".The fifth part is the study on the approaches and countermeasures to the coordinated development of "three-dimensional goal " in Shandong Province. It mainly proposes the coordinated development methods of "three-dimensional goal" from both integration and classification.
